If i buy photoshop elements 8 can I just keep updating to the next photoshop?

I am thinking about buying Photoshop Elements 8. If I want to upgrade later is there a limit to the amount of times that I can upgrade? Someone told me that you can only upgrade twice and then you have to just buy the complete new software after that. Anyone know for sure?

I am trying to email some pics from my dad’s comp, which has elements 7, I have 6, but everytime I try to open them they unexpectedly close.
Does photoshop elements 6 not read DNG? Could it be some other problem? If it is the DNG, is there a free malware free download of a DNG reader somewhere?

I can’t really afford the adobe photoshop right now. I saw the price and it’s like $600! WHEW! But the photoshop elements was only $100. Is it for starters? I would love a great picture editing program. I also want to incorporate glitter and other things in my picture and heard you can download free brushes to do this. I’m so lost because I don’t understand photoshop at all. can anyone help me? Thank you!

I’m a hobbyist, and I’m interested in graphic design.
I’m planning to get Photoshop Elements, but none of the sites I’ve seen have mentioned if it is still good for drawing.
Just the photo editing options.
I know that’s probably because of Illustrator, but I’m not willing to spend that much money.
So, is Photoshop Elements still good to draw with?
